New York City – The NYC Department of Education (DOE) has approved nearly $750,000 in catering expenditures for fiscal year 2025 at Fusion East, a restaurant located in Brooklyn. This decision has raised concerns among city officials regarding the oversight of such expenditures, particularly from City Comptroller Brad Lander.

Records indicate that a series of 13 invoices from Fusion East, totaling $19,998, were issued to Brownsville Collaborative Middle School between August 28 and September 6, 2024. Over the years, the DOE has invested more than $1.4 million in services from Fusion East, with notable increases in spending in recent fiscal years. The expenditures rose to $81,637 in 2023, jumped to $470,686 in 2024, and surpassed $745,823 for 2025.

In May 2023, the Comptroller’s office raised concerns about the drastic increase in purchase orders directed to Fusion East and requested clarification on these financial decisions from the DOE. These purchase orders, which include significant individual invoices, have resulted in scrutiny due to a lack of established supervisory protocols from the mayor’s office.

Furthermore, it was revealed that ten of the thirteen invoices issued in late August 2024 breached the per-person spending limits outlined by NYC Comptroller Directive #6. In a response to scrutiny from the Comptroller’s office, the DOE’s Chief Procurement Officer acknowledged that Brownsville Collaborative had violated procurement regulations. The DOE has committed to enhancing staff training as a corrective measure.

Despite these irregularities, the DOE contends that the increase in catering expenditures aligns with the mayor’s initiative to bolster Minority and Women-owned Business Enterprises (MWBEs). Fusion East, recognized as an MWBE vendor, has been a part of this effort to increase government contracts awarded to such businesses.

Notably, the DOE admitted that while initial violations were found at Brownsville Collaborative, there had not been an extensive review of Fusion East’s invoices across other public schools. Lander’s office has expressed concern that this lack of oversight could lead to unreasonable spending, particularly highlighting allegations of over half a million dollars directed to a single restaurant.

A spokesperson from City Hall defended the DOE’s financial oversight, stating the administration is making strides in both educational outcomes and fiscal responsibility. However, the rising expenditures and procurement violations have sparked debate about the effectiveness of oversight mechanisms in place.

Principal Gregory Jackson at Brownsville Collaborative Middle School forwarded all inquiries related to the expenditures back to the DOE. Meanwhile, Fusion East’s owner, Andrew Walcott, stood by his restaurant, indicating that the institution had experienced delays in payment after providing vital catering services.

Walcott also attributed the surged spending to Fusion East’s successful catering offerings, which include meal specials priced as affordably as $5. On reporting day, while the DOE could not confirm the total expenditures made to Fusion East for 2025, they did indicate an approximate spending figure exceeding $618,324 at that time.

The unfolding situation raises critical questions about fiscal responsibility, transparency, and the need for robust oversight in managing large expenditures within NYC’s educational system.
