Community Advisory Councils Approve Casino Proposals in New York

A lively casino scene with gaming tables and excited players

News Summary

Community Advisory Councils in Yonkers and Queens have approved full casino proposals, signaling a new chapter for New York’s gaming industry. The unanimous vote in Yonkers supports MGM Empire City’s request for a full casino license, promising economic benefits and job creation. Meanwhile, Resorts World New York City aims to expand its facilities, adding jobs and boosting the local economy. This movement towards casino developments in downstate New York follows the rejection of proposals in Manhattan, highlighting a shift in community preferences.

New York – Community Advisory Councils in Yonkers and Queens have voted to approve full casino proposals, marking a significant milestone in downstate New York’s efforts to expand its gaming industry. The votes took place on September 25, 2025, and represent the first time these councils have sanctioned casino proposals in the region.

The Yonkers vote was unanimous in favor of MGM Empire City’s request for a full casino license. This approval brings Yonkers one step closer to potentially obtaining one of three downstate casino licenses that are up for grabs. MGM Resorts has expressed gratitude for the support from the Community Advisory Committee and the local community, with plans to begin construction within months of receiving the license.

MGM Empire City, which has operated video slots and gaming since 2006, is now poised to introduce table games, thanks to the advisory vote. Plans for the facility include adding 183 live dealer games, 14 new restaurants and bars, and a 5,000-seat venue for concerts and shows. The proposal is projected to generate more than $50 million annually in taxes and revenue for Yonkers. Additionally, MGM plans to establish a fund to support nearby small businesses.

Casino expert Alan Woinski noted that Empire City has already outperformed many Las Vegas casinos despite lacking table games, which may result in less resistance toward its expansion compared to new casino developments.

Simultaneously, the Community Advisory Council in Queens voted in favor of a full casino license for Resorts World New York City. The proposed $5.5 billion integrated resort aims to expand existing operations, adding slot machines, gaming tables, a hotel, an arena, and parking options. This project is expected to create approximately 24,000 jobs, including 5,000 permanent positions.

Residents of Ozone Park have expressed positivity about the potential economic growth and job opportunities resulting from Resorts World’s plans. They anticipate a $1 billion boost to the local economy by next year. Robert DeSalvio, president of Genting Americas East, commended the Community Advisory Committee for recognizing the project’s significant economic implications.

On the same day, it was announced that three casino proposals in Manhattan were rejected by the Community Advisory Councils, indicating a shift in preference towards projects in Yonkers and Queens. A proposal for a casino across from Citi Field in Queens, which includes a Hard Rock hotel and entertainment center, is still under consideration, with a vote expected to take place soon.

In addition to the ongoing discussions in Yonkers and Queens, additional community advisory panels in Brooklyn and the Bronx are anticipated to vote on separate casino proposals in the coming days, further shaping the future of gaming in downstate New York.
