New York State Announces Initiative for Bulk Energy Storage

The primary objective of this initiative is to lower energy costs, optimize power generation and transmission, enhance grid infrastructure, and increase the resilience of the electricity system. The program, administered by the New York State Energy Research and Development Authority (NYSERDA) through its Bulk Energy Storage Program, is expected to be a significant step forward in achieving these goals.

The competitive solicitation included in the RFP seeks to advance a variety of energy storage technologies that will contribute to the state’s ambitious 6 GW Energy Storage Roadmap. NYSERDA projects that the program could potentially double the current amount of energy storage deployed statewide, allowing for a more robust integration of renewable energy sources into the grid.

Implementation and Application Process

The bulk storage program employs an Index Storage Credit (ISC) mechanism that offers project owners revenue certainty while incentivizing participation in wholesale energy and capacity markets. Interested entities must undergo an initial qualification step. Applications for this Phase One of the process are due by 3 p.m. ET on September 4, 2025. Approved applicants will then be invited to submit a Phase Two bid proposal for final evaluation.

To support the financing of these projects, developers may seek funding from the NY Green Bank (NYGB), which is part of NYSERDA and focused on facilitating clean energy projects. These resources are designed to empower developers in creating efficient and sustainable energy solutions.

Safety Regulations and Compliance

The project proposals will be required to adhere to new safety codes that have been incorporated into the Uniform Code by the State Fire Prevention and Building Code Council, effective January 1, 2026. These provisions aim to enhance safety measures in response to previous incidents of battery fires and will prioritize projects with effective explosion control designs and comprehensive fire safety measures. NYSERDA’s aim is to ensure that new bulk energy storage solutions can be safely integrated statewide to meet the escalating demand for energy storage.
