News Summary

New York’s Metropolitan Transportation Authority has approved a $2 billion contract for the Second Avenue subway project, aiming to enhance mass transit in East Harlem. The project, dormant for over 50 years, will serve approximately 110,000 riders daily with three new stations and a new tunnel. Governor Kathy Hochul emphasizes the importance of this initiative for the historically underserved community, while addressing potential impacts on local residents. The subway extension is expected to improve public transport access and promote economic growth in East Harlem.

New York is set to see a significant advancement in its mass transit system with the approval of a $2 billion contract for the next phase of the Second Avenue subway project. This initiative has remained dormant for over 50 years and aims to enhance transportation for the East Harlem community. Expected to serve approximately 110,000 riders daily, the project will feature the construction of three new stations along with the boring of a new tunnel and refurbishment of an existing one.

The announcement was made by state officials during a special meeting held by the Metropolitan Transportation Authority (MTA) Board. Crews are actively engaged in relocating underground utility equipment to enable Q train service to reach 125th Street, including planned stops at both 106th and 116th Streets. At the new 125th Street station, passengers will have the opportunity to transfer to established subway lines (4, 5, and 6) as well as the Metro North service.

Governor Kathy Hochul underscored the importance of the project, particularly for the historically underserved East Harlem community. The funding for this endeavor was sanctioned during the meeting of the MTA Board, highlighting the urgency to enhance mass transit access for local residents. MTA Chair Janno Lieber has reinforced this urgency, recognizing the necessity for improved transportation infrastructure to benefit those in need.

With a timeline aiming for completion within seven years, the overall cost is projected to approach $8 billion, which will be partially supported by congestion pricing tolls. The current contract represents one of the largest tunneling projects ever awarded by the MTA, which is expected to boost public confidence in the authority’s capacity to manage significant infrastructure ventures.

Preparatory street-level work is scheduled to commence in September, alongside heavy civil construction expected to begin in January. The project will utilize a state-of-the-art tunnel boring machine designed for efficient excavation and simultaneous installation of concrete tunnel lining, with the boring slated to commence in 2027.

In financial estimates, the contract is poised to deliver savings of about $100 million in labor costs through the implementation of a reduced tunnel crew size. However, there are concerns regarding potential displacement of East Harlem residents as some individuals have already received 90-day vacancy notices under eminent domain provisions.

In response to community impact, the project has established a local hiring goal of 20% to stimulate economic growth within East Harlem. Future expansion plans are also on the table, aiming to connect the subway further west to St. Nicholas Avenue, which would facilitate access to A, B, C, and D train lines.

The extension of the Second Avenue subway is anticipated to officially open for riders by September 2032. In addition to the current contract, two more contracts are still in the procurement process for the construction and outfitting of the new stations with essential technology and amenities.

As this major subway extension project progresses, it represents a critical investment in the future of New York City’s public transportation landscape and aims to address the long-standing transportation challenges faced by its residents.
