New York City has launched a new initiative to redevelop Parcel E in Hunter’s Point South, Long Island City, as the Department of Housing Preservation and Development (HPD) released a request for proposals (RFP) aimed at transforming the 70,000 square foot vacant site into a vibrant mixed-use community. This project is part of the city’s broader strategy to address its housing crisis by increasing the availability of affordable housing options.

The RFP outlines a multi-building development that will include approximately 850 housing units, a mix of affordable and market-rate options, commercial space, and community facilities. The project is expected to encompass around 875,000 square feet of space and will provide about 1,800 square feet designated for public open space, enhancing the neighborhood’s recreational offerings. Included in the plans are also 230 parking spaces to accommodate residents and visitors.

To meet the pressing needs for affordable housing in New York City, the RFP emphasizes that at least 60% of the residential units must be restricted by income, ideally aiming for 70% of the units to be income-restricted. This necessitates that all units in at least one building must be 100% affordable. The targeted rent for these affordable units is intended for households earning no more than 120% of the area median income, which translates to approximately $194,000 a year for a family of four.

For this redevelopment effort, the city is placing a premium on proposals that include childcare or early childhood education centers, recognizing the importance of such facilities in fostering family-friendly environments. Interested developers have until September 5 at 4 p.m. to submit their proposals to HPD.

Background and Significance

The Hunter’s Point South site extends over 30 acres along the East River waterfront and has already seen significant growth and development in recent years. More than 3,000 homes have been built as part of the overall initiative, over 2,000 of which are classified as income-restricted, demonstrating the city’s commitment to providing affordable housing options. Previous phases also introduced two schools and the expansive 11-acre Hunter’s Point South Park, enriching the local community.

Originally, this area was considered as a potential site for the Olympic Village during New York’s bid for the 2012 Olympic Games, highlighting its strategic location and potential for large-scale development. The long-term vision for Hunter’s Point South intends to create around 5,000 new homes, including roughly 3,000 that would be affordable, alongside additional commercial and community spaces, three new schools, and several public parks. Currently, five out of seven parcels in the Hunter’s Point development plan have been completed.
