Albany, New York – New York State is set to launch a new initiative to expand financial aid and waive college application fees for nearly 130 institutions across the state for the 2026/2027 academic year. This move is expected to significantly reduce financial barriers for high school students who are transitioning to college.

As part of this initiative, Governor Kathy Hochul has officially declared October as New York State College Application Month. The application fees for colleges — which typically range from $50 to $90 — will now be waived, promoting increased access to higher education opportunities for potential students.

Applications for both state and federal financial aid for the 2026/2027 school year are currently open, allowing students to seek funding to assist with their college expenses. The New York State Higher Education Services Corporation (HESC) is coordinating College Application Month in collaboration with various partners, including the New York State Education Department, the State University of New York (SUNY), the City University of New York (CUNY), and private college associations.

During this campaign, students will have access to complete the Free Application for Federal Student Aid (FAFSA), as well as apply for the New York State Tuition Assistance Program (TAP) and the NYS STEM Incentive Program. The TAP program distributes approximately $800 million annually in need-based aid and recently expanded its eligibility to nearly 38,000 more students by raising income thresholds and increasing access for part-time and non-degree students.

The deadlines for financial aid applications are crucial, with FAFSA and TAP applications closing on June 30, 2027. The NYS STEM Incentive Program, which offers scholarships covering tuition for students graduating in the top 10% of their high school class, has an impending deadline for applications of August 15, 2026. This program also requires a five-year work commitment in New York for students pursuing degrees in STEM fields at SUNY or CUNY.

Filing the FAFSA plays a key role in determining eligibility for various forms of federal financial aid including Pell Grants, federal work-study programs, and loans. Moreover, FAFSA completion influences eligibility for programs like TAP, STEM, and the Excelsior Scholarship, which aims to make education at SUNY or CUNY tuition-free.

New York has made significant progress in FAFSA completion, experiencing a nearly 12% increase in completed applications since the implementation of the Universal FAFSA Completion legislation. The state currently ranks sixth in the nation for FAFSA completion rates, emphasizing its commitment to facilitating college access.

Moreover, the New York State DREAM Act allows students without citizenship or residency to apply for state financial aid, thereby connecting eligible undocumented students with grants and scholarships. This initiative highlights New York’s broader efforts to ensure that all students have access to education, regardless of their immigration status.

Despite these advancements in financial aid, challenges remain. According to WalletHub, New Yorkers face the sixth-highest average student loan payment in the United States, averaging approximately $229 monthly. The national student loan debt has reached about $1.67 trillion, with the average borrower indebted for over $39,000.

This initiative by New York State is a significant step toward making college education more accessible for high school graduates, ultimately aiming to increase enrollment in higher education institutions throughout the state.
