The staffing issues began to escalate following a wildcat strike that took place in February, during which thousands of New York state prison guards walked off the job. This spontaneous strike lasted three weeks and concluded on March 10. In the aftermath, the Department of Corrections and Community Supervision (DOCCS) was forced to make severe operational adjustments, including locking incarcerated individuals in their cells for extended periods due to insufficient officer presence.

In response to the crisis, Governor Kathy Hochul deployed approximately 6,000 National Guard troops to assist the remaining skeleton crews managing over 30,000 incarcerated individuals in New York’s facilities. This temporary measure, while providing some relief, has not proven as effective as having trained corrections officers on the ground. Reports indicate that at least seven incarcerated individuals died during and after the strike, highlighting the potentially life-threatening consequences of the operational chaos.

Four months after the strike, the staffing situation remains dire, with thousands of officer positions still vacant and many of the state’s 42 prisons struggling to maintain basic operational standards. A significant number of facilities have suspended weekend visitations and canceled various programs, such as summer school, sports leagues, and religious study classes. Furthermore, prisons have had to pause work release and counseling sessions due to the lack of available personnel, while outdoor recreation time for incarcerated individuals has been considerably reduced.

As a result of this staffing crisis, some officer shifts have been extended from eight hours to twelve, leading to concerning conditions where inmates are reportedly confined to their cells for up to 20 hours a day. A letter from an incarcerated individual describes the situation as being “held on by a thread,” emphasizing the precarious nature of the current prison environment.

The DOCCS attributes the ongoing staffing challenges largely to the fallout from the strike, noting that around 2,000 officers, or 15% of the security force, chose not to return to work and were subsequently fired. The average vacancy rates across 35 of DOCCS’s facilities indicate that about 32% of guard posts are unfilled, with the Orleans Correctional Facility experiencing a particularly stark vacancy rate of 48%.

Recent analysis has indicated that issues with absenteeism among staff members continue to plague facilities like Sing Sing and Mid-State, further complicating the situation. Approximately 3,000 National Guard members are still deployed to help alleviate some of the staffing challenges, yet their effectiveness cannot match that of trained corrections personnel.

Additionally, the ongoing staffing shortages have led to overcrowding in some facilities, such as Rikers Island, where delays in processing new inmates have become common. The crisis has also attracted increased legislative and legal scrutiny, with organizations challenging the DOCCS regarding the suspension of programming mandated by the HALT Solitary Confinement Act.

In light of these challenges, the DOCCS has implemented new recruitment efforts to attract new officers. Strategies include offering bonuses, such as a $3,000 sign-on bonus, and lowering the minimum hiring age from 21 to 18. The agency has observed a 129% increase in individuals taking the civil service exam for corrections officers within the first five months of 2025 compared to the previous year.

Despite these efforts, DOCCS continues to face pressure to resume normal programming operations and adhere to court mandates concerning solitary confinement reform. The situation remains fluid as officials strive to stabilize staffing levels and improve conditions for both staff and incarcerated individuals.
