News Summary
New York has unveiled a $200 million funding initiative through the New York School Bus Incentive Program aimed at supporting the replacement of diesel buses with zero-emission alternatives. This initiative seeks to improve air quality and reduce vehicle pollution, benefiting students and communities alike. The program, part of the Clean Water, Clean Air, and Green Jobs Environmental Bond Act, will support high-need districts with substantial financial incentives, including funding for necessary charging infrastructure. With numerous districts already applying, the move demonstrates New York’s commitment to sustainable transportation and climate goals.
New York has launched a $200 million funding initiative aimed at promoting the adoption of zero-emission school buses across the state. The funding, announced by the governor’s office, will be allocated through the New York School Bus Incentive Program (NYSBIP) on a first-come, first-served basis for school districts seeking to replace older diesel buses with environmentally friendly options.
This marks the third installment of the Clean Water, Clean Air, and Green Jobs Environmental Bond Act, which was enacted in 2022. The program aims to enhance air quality and reduce vehicle pollution, directly benefiting students and creating cleaner, more sustainable communities.
The NYSBIP provides financial incentives, including vouchers to assist school districts in covering the costs associated with installing necessary charging infrastructure for electric buses. The funding is particularly aimed at supporting high-need districts, which will have access to larger amounts, while all districts can benefit from high incentives if they outline plans for electrification or commit to removing gas or diesel buses from their fleets.
Since its launch, 88 school districts have applied for funding to procure a total of 529 electric buses. Currently, about 400 school districts are working with the state to develop comprehensive electrification plans, further contributing to New York’s climate goals.
Doreen M. Harris, President and CEO of the New York State Energy Research and Development Authority (NYSERDA), indicated that the funding supports bus fleet operators in not only purchasing electric buses but also in the development of the necessary charging infrastructure. The NYSBIP covers up to 100% of the incremental costs associated with acquiring new or repowered electric school buses. Additional incentives are offered for districts that remove older gas or diesel buses or opt for wheelchair-accessible models.
This initiative aligns with New York’s ambitious climate agenda, which aims for an emissions-free economy by 2050. However, the implementation of this program has not been without its challenges. Some assembly members have proposed legislation that would allow schools, particularly those in rural areas, to opt out of the zero-emission bus requirements, citing difficulties in terms of costs and the necessary infrastructure.
Concerns have arisen regarding the potential financial impacts on school districts and taxpayers. The substantial investments required to transition to zero-emission buses can be quite considerable. Estimates indicate that necessary upgrades to electrical infrastructure for some districts could reach approximately $2.5 million.
One example of successful implementation is the Lake Shore Central Schools, which has secured a $7.9 million grant to purchase 20 electric buses alongside charging stations. This addition has increased its fleet to nearly 50% zero-emission vehicles, showcasing a proactive approach towards cleaner transportation options in education.
As New York moves forward with this significant investment in zero-emission school buses, the initiative is expected to foster a cleaner environment for students while positioning the state as a leader in climate action efforts. With an increasing number of districts participating in the NYSBIP, the momentum for electric school transportation appears set to grow.
