The New York State Public Service Commission (PSC) voted unanimously to adjust income eligibility restrictions for the existing bill discount program, initiated by Governor Kathy Hochul and state lawmakers two years ago. As a result, households earning up to 150% of the state’s area median income can apply for the rebates on a first-come, first-served basis.

Under the new program, eligible families can receive up to $840 for the purchase and installation of Energy Star certified heat pump clothes dryers. Additional financial incentives are available for those who require electrical upgrades to support the new appliances, such as installing a new electrical line, which the state will partially fund.

Program Details

The Appliance Upgrade Program, administered by the New York State Energy Research and Development Authority (NYSERDA), leverages funding from the Inflation Reduction Act, which includes $8.8 billion earmarked for home energy rebates nationwide. New York has secured a total of $317.4 million in federal funding for various energy efficiency initiatives, including $159 million dedicated to the Home Efficiency Rebates program and $158.4 million for the Home Electrification and Appliance Rebate program.

Families of four earning up to $145,000 per year are eligible for the rebates. Heat pump dryers use approximately 70% less energy than conventional dryers, which not only reduces running costs but also is gentler on clothing, making them a favorable option for households.

How to Apply

Interested participants must complete an application on NYSERDA’s website. Once approved, applicants will receive a barcode to present at participating retailers, enabling immediate discounts at the point of sale. Retailers such as Orville’s Home Appliances in the Rochester area are participating in this initiative, ensuring accessibility for eligible customers.

The program includes options for purchasing both heat pump dryers and washer/dryer combination units, providing a comprehensive choice for consumers. Moreover, applications can be submitted for households with multiple units, enhancing accessibility for multi-family dwellings.

Future Plans and Context

The launch of the Appliance Upgrade Program forms part of New York’s broader climate agenda, with the objective of establishing a clean energy economy by 2050. Following the successful implementation of the appliance rebate program, NYSERDA is also preparing to introduce rebates for other appliances in the near future.

Currently, New York and Wisconsin stand out as the only states offering such rebate programs at the state level, while other states have signaled their intent to develop similar initiatives but are pending approval or have yet to secure funding.
