Governor Kathy Hochul announced that more than half a million households in the area will benefit from these initiatives designed to alleviate economic pressures resulting from rising inflation.

The budget agreement, totaling $254 billion, aligns with Hochul’s legislative priorities announced earlier in January and aims to ease financial burdens on middle-class families. Specifically, over 450,000 households in the Finger Lakes will receive tax cuts through a newly proposed middle-class tax cut that will reduce tax rates to their lowest levels in nearly 70 years. This plan is expected to inject approximately $2 billion back into the hands of New York taxpayers.

Inflation refund checks will be distributed based on income levels. Joint tax filers earning up to $150,000 will receive $400, while those making between $150,000 and $300,000 will get $300. Single tax filers with incomes up to $75,000 are set to receive $200, with individuals earning between $75,000 and $150,000 receiving $150. The exact dates for the distribution of these checks have yet to be confirmed.

In addition to the inflation checks, the budget boosts New York’s child tax credit significantly, enabling over 100,000 families to receive a credit of $1,000 for each child over the age of four. This increase in the child tax credit is part of Hochul’s broader affordability strategy, which aims to support families by ensuring they have access to much-needed financial resources.

Additional funding priorities within the budget include allocating $340 million for free universal breakfast and lunch for all K-12 students across the state. This initiative is designed to promote nutrition and help alleviate food insecurity among students. When combining all of the financial benefits from the budget, Hochul stated that families could see nearly $5,000 returned to them.

Beyond financial assistance and tax relief, the budget also addresses various public safety and community needs. It includes increased penalties for crimes committed while wearing masks, clarifies discovery laws, and strengthens involuntary commitment laws relating to mental health. In terms of violence prevention, the budget allocates $370 million aimed at enhancing gun violence prevention programs.

Local governments in New York will benefit from $50 million in municipal funding, which is intended to cover essential expenses such as supplies and wages. Additionally, around $400 million is earmarked for revitalization efforts in Albany, supporting local development projects.

Lawmakers are still in the process of negotiating specific items related to school aid and hospital funding, with some areas of the budget remaining in discussion. Despite these ongoing negotiations, Hochul has announced that key budget priorities, including the inflation rebate and tax cuts, have been completed ahead of the votes scheduled in the coming days.

As lawmakers prepare to vote on budget bills, an extender is expected to pass soon to ensure that essential services continue without interruption while finalizing outstanding budget items. The passing of this budget is anticipated to have a wide-ranging impact on families and communities throughout New York, particularly in the Finger Lakes region where financial support is crucial during these challenging economic times.
