Norwalk – A developer from Rye, New York, has submitted plans to build a new 40-unit apartment building adjacent to an existing 57-unit apartment complex in Norwalk. The development, proposed by Peter Kosann under the business name Alpha 5MK 19 Day LLC, is set to occupy a 1.14-acre parcel at 19 [specific address not provided]. Currently, the site houses a two-story office building measuring 1,400 square feet, which is slated for demolition to facilitate the construction of the new residential units.
Plans for the new building have officially been filed with the city of Norwalk, marking a significant step in addressing the growing housing demands in the area. As the city’s population has seen a notable increase—from approximately 12,800 in 2020 to an estimated 14,873 in 2023—developers are responding with proposals aimed at accommodating this growth. The city anticipates that the population will surpass 25,861 by 2033. Local officials suggest that to foster a balanced community, approximately 75 new apartment units need to be added annually to the housing stock, which currently consists of about 18% high-density housing.
In addition to this proposed project, Norwalk has plans for a mixed-use development at another site on 280 Main Ave. This project includes three buildings featuring a combined 19,000-square-foot retail space with 10 apartments above, a 2,240-square-foot coffee shop, and a 2,200-square-foot restaurant. Plans also incorporate the installation of an electric vehicle charging station, catering to the modern needs of residents and visitors.
The property at 280 Main Ave. is currently listed for sale at $15 million. Previously approved for development, the site has yet to be constructed. Planning and Zoning Director Steve Kleppin mentioned that the current owners have options to either proceed with construction or sell the property. This site has a history of significant transactions, having been sold for $7.995 million in November 2015, with a total appraisal of $8,691,980 in 2023.

Recent approvals have focused on adding units to existing developments while simultaneously preserving historic homes.
