NEW YORK, N.Y. — New York Mayor Zohran Mamdani on Monday named four new members to the Civilian Complaint Review Board, swapping out four of the five seats the mayor controls on the panel that looks into complaints of police misconduct and recommends discipline for officers. The city describes the board as the largest independent police oversight agency in the country.

The appointees are Lisa Landau, Reginald Greene, Wesner Pierre and Lisa Hoyes. They take the places of Rahul Agarwal, Sherene Crawford, John Siegal and Pat Smith, whose terms City Hall says are running out. June Northern, an appointee of former Mayor Eric Adams, keeps her seat.

Greene, now a mediator, was once an assistant district attorney in the Manhattan District Attorney’s Office and worked as a founding school principal earlier in his career. Hoyes, an assistant dean at New York University School of Law, runs its Public Interest Law Center after six years with the Federal Defenders of New York and close to eight at the Bronx Defenders. Landau leads Fordham Law’s Feerick Center for Social Justice and was formerly general counsel for the city health department. Pierre is chief executive of Partnership With Children, a youth mental health nonprofit, and started the Brownsville In Violence Out gun violence program while at CAMBA.

In his announcement, Mamdani tied the picks to public trust, saying safety and accountability go together. Board Chair Jennifer Jones Austin, whom the mayor named permanent chair in July, welcomed the new members.

The Police Benevolent Association objected, pointing to the exit of Smith, who had served as interim chair under Adams, and saying the move signals where the board is heading. The panel also has members chosen by the City Council, the public advocate and the police commissioner.

The NYPD said it has agreed with about 92% of the board’s discipline recommendations so far this year.
