Administered with a total budget of $694 million, the Caring Gene program targets multiple health professions, including nursing, respiratory therapy, and mental health counseling. This initiative addresses the healthcare workforce shortage by facilitating educational paths for aspiring professionals.

Applicants to the program must fulfill a three-year service commitment in a healthcare facility after graduation, with the expectation that this commitment will be completed by 2031. This requirement is designed to ensure that graduates contribute to the healthcare workforce in New York following their education.

There are no restrictions based on income or geographic location for applicants, although they are required to be residents of New York state or employed by a New York healthcare provider. Participating educational institutions include Onondaga Community College, Le Moyne College, and Upstate Medical University, among others.

As healthcare demands escalate, Central New York alone sees approximately 5,000 job openings annually in healthcare-related positions, with about 1,000 specifically for nursing roles. The Caring Gene program aims to alleviate some of this workforce pressure by recruiting new talent into the healthcare industry.

Funding for the program is derived from a Medicaid waiver, which will expire in the coming years, highlighting the urgency for potential applicants. To maintain scholarship eligibility, students must work at healthcare facilities that serve a substantial Medicaid patient population, specifically those with at least 30% Medicaid patients.

Interest in the Caring Gene initiative has been robust, with over 1,800 requests for information logged and 713 potential students currently in the application pipeline, alongside 276 students already enrolled. Additionally, support for nursing students is reinforced by healthcare advocates who emphasize the necessity for workforce preparedness amid ongoing shortages in the healthcare sector.

New York Governor Kathy Hochul has also announced plans to further encourage adult education by offering free tuition for degrees in high-demand fields, including nursing, teaching, technology, and engineering, starting in Fall 2025. Well-suited for adults aged 25-55 without a degree in these areas, the SUNY Reconnect program aims to cover tuition and related expenses.

To assist potential students, community colleges will hold summer information sessions to clarify eligibility criteria and program details for those interested in applying to the Caring Gene program.
