SYRACUSE – The New York State Fiscal Year 2026 Enacted Budget allocates over $1 billion for Central New York, focusing on vital sectors such as education and infrastructure. Key provisions include increased funding for schools, workforce development efforts, transportation improvements, and healthcare services, as well as specific investments related to Micron’s semiconductor facility.

The budget specifically dedicates $778,522,939 in school aid to enhance educational services across 16 school districts in the 50th Senate District, a 5.4% increase compared to the previous year. Noteworthy allocations include $98,588,383 for North Syracuse, $93,229,526 for Liverpool, and $67,191,488 for Fulton, among other districts, which are set to receive varying amounts aimed at bolstering educational resources.

In addition to educational funding, the budget prioritizes local transportation. For the 50th Senate District, a total of $32,327,845 will be distributed for local road and transportation projects. This includes $19,513,300 from CHIPS funding, which marks an 8.12% increase from the prior fiscal year, and several additional allocations targeting improvements to transportation infrastructure, including Extreme Winter Recovery (EWR), PAVE-NY, and Pave Our Potholes (POP) initiatives.

A significant portion of the budget—$116 million—targets water infrastructure enhancements intended to support the anticipated demands stemming from the operations of Micron’s semiconductor facility. This investment will focus on improving system capacity and ensuring access to clean water for the surrounding community.

A substantial capital funding package of $450 million has been designated for a new emergency room at SUNY Upstate, expanding healthcare services to 17 surrounding counties. Additionally, SUNY Oswego will receive $16 million of the $114 million increase in overall operational aid for SUNY schools, along with $5.2 million earmarked for campus maintenance projects.

Workforce development is another significant focus of the budget, with over $5 million allocated for job training and economic growth initiatives. Funds include $1 million for the Manufacturers Intermediary Apprenticeship Program (MIAP) and $750,000 for the Manufacturers Association of Central New York (MACNY), among additional allocations meant to enhance skills and job readiness in the local workforce.

As part of its economic strategy, the budget extends the Excelsior Jobs Program for an additional five years, imposing new reporting requirements related to workforce development and semiconductor research.

To support mental and physical wellbeing, the budget allocates $500,000 for mental health programs at the Boys & Girls Club and $1 million for the Nutrition Initiative, an increase from the program’s previous $750,000 budget. Furthermore, $150,000 is directed to Best Buddies to implement inclusive school programs designed to foster friendships among students with varying intellectual abilities.

Veterans’ resources are also part of the allocation, with $192,400 designated for Onondaga County and $104,000 for Oswego County through the Joseph P. Dwyer Veteran Peer to Peer Services Program, aimed at providing crucial support for local veterans.

Other community-focused investments include $250,000 for the Syracuse Crunch, a professional AHL team, and $50,000 for the CNY Lyme & Tick-Borne Disease Alliance, emphasizing health education and awareness in the region. The budget benefits both Onondaga and Oswego Counties within the 50th Senate District, ensuring broad support for multiple community needs across the area.

This comprehensive budget demonstrates New York State’s commitment to investing in Central New York’s infrastructure, education, and health systems, setting a foundation for economic growth and enhanced quality of life in the coming years.
